It appears that you do not qualify for Summary Dissolution of the marriage at this time.

Family Code 2400(a)(6) states that Summary Dissolution is only available if "There are no unpaid obligations in excess of four thousand dollars ($4,000) incurred by either or both of the parties after the date of their marriage, excluding the amount of any unpaid obligation with respect to an automobile."

The $4,000 limit is increased slightly each year based on the cost of living, but it appears that you are over the limit at this time.  However, you may be able to pay off some of the debt and then qualify for Summary Dissolution.
